There are three layers, and they build on each other:
Build a routine once, schedule it, and Today runs it for you.
Today only runs a routine that is scheduled for the current weekday. Open Build → Routines, choose your routine, and check the weekday chips at the top. You can also assign a routine for just today from the Today screen.

Yes. Everything is cached on your device, so the app opens and runs with no connection. Changes you make offline sync the next time you are online.
The streak counts completed tasks in a row, not days. Skipping a task resets it. Tasks left pending on a past day are automatically marked skipped, which is the usual reason a streak ends overnight.
Three things have to be true: Health access is granted (iOS Settings → Privacy & Security → Health → Daily Blocks), the integration is on in Daily Blocks' settings, and the specific task is opted in from its editor. Matching happens on the task's name, so a task called "Meditate" matches a mindfulness session, and "Run" matches a run.
Settings → Account → Export Data.
Settings → Account → Delete Account. This permanently removes your account and all your routines and history, and cannot be undone. Export first if you want a copy.
